Let’s try this. All nations agree that their military forces would be composed only of individuals 70 years or older. At 65, they will be able to retire on an ample government subsidy until they turn 70. Then they will serve 3 years minimum at military pay. The government will take care of medical and death costs. War will become a very different animal.
The young will be able to live productive lives up to 70 because they will have the incentive to do so. Medical costs will be higher, but we will be able to get rid of all the expensive, sophisticated weapons that old folks would have trouble with.
